West African Artificial Intelligence Advisory Committee

About The Committee

The West Africa Artificial Intelligence Advisory Committee
(WAAIAC) was established in 2025 and is an interdisciplinary partnership between the African Council on Foreign Relations Center for Responsible
Technological Innovation and the Africa-Israel Economic Cooperation Committee. WAAIAC brings together a diverse range of experts, including technology pundits,
business leaders, government officials, academics, and social innovators, to support the development and implementation of competitive AI across the region. It was founded by the generous financial support of the Djaha & Company’s Global Entrepreneur Leadership Center.

Co-created for professional-led contributions and
country-level insights, the West Africa Artificial Intelligence Advisory Committee provides high-powered, actionable, and competitive recommendations to
ensure governments, businesses, and organizations use artificial intelligence for public and social good.

The West Africa Artificial Intelligence Advisory Committee’s mission is to promote AI education, research and development, policy, and
applications to advance regional technological competitiveness. We strongly believe that AI applications must respect traditions, customs, and human
capabilities that have existed for thousands of years.

ACFR Global Youth Bureau 

The Global Youth Bureau of the African Council on Foreign Relations (ACFR) is a flagship initiative committed to empowering young leaders across Africa and the world in the fields of diplomacy, transformational leadership, technological innovation, and global governance. In response to the complex challenges of the 21st century, the Bureau serves as a catalytic platform to mobilize, train, and connect a new generation of decision-makers, innovators, and peacebuilders.

Vision

To empower the next generation of African leaders in diplomacy, international relations, and global governance through education, engagement, and innovation.

Mission

To serve as a platform for young Africans to contribute to foreign policy discourse, develop leadership skills, and engage in global affairs shaping Africa’s future.

Strategic Objectives 1

  • Leadership Development: Equip youth with the skills and knowledge to lead in international diplomacy and foreign policy.
  • Policy Engagement: Facilitate youth participation in ACFR’s policy dialogues, research, and publications.
  • Global Exposure: Connect African youth with international institutions, fellowships, and exchange programs.
  • Innovation & Research: Promote youth-led research on Africa’s role in global affairs, AI governance, climate diplomacy, and more.

  • Strengthen diplomatic and geopolitical capacities of youth through training programs, diplomatic simulations, and international exchanges.
  • Promote transformational leadership inspired by African models such as the Paul Kagame Presidential Leadership Fellowship Program and the Patrice Talon Global Africa Center.
  • Advance technological inclusion and innovation through partnerships with centers of excellence in AI, cybersecurity, and digital diplomacy.
  • Build a global network of youth influencers engaged in institutional transformation, economic diplomacy, and South-South cooperation.

Patrice Talon Global Africa Center

About The Center

The Patrice Talon Global Africa Center, hosted by the African Council on Foreign Relations (ACFR) and the Global Entrepreneurship Leadership Center, is a strategic initiative aimed at promoting transformational presidential leadership in Africa, proactive economic diplomacy, and ambitious institutional modernization.

Inspired by the reformist vision of President Patrice Talon, the Center positions itself as a continental reference platform for training the next generation of African leaders, strengthening the diplomatic capacities of states, and producing strategic analyses to guide public policy.

The Center is structured around flagship programs such as the Patrice Talon Presidential Leadership Fellowship Program, the West Africa Artificial Intelligence Advisory Committee, and the Global Africa Leadership Dialogues, fostering exchanges between heads of state, diplomats, experts, and young leaders.

With an official launch scheduled for November 26, 2025, via Zoom, the Center will benefit from strategic partnerships with African and international institutions. It will be headquartered in Cotonou, with regional offices in Abidjan, Kigali, Addis Ababa, and Washington DC.

Expected outcomes include:

  • Strengthening transformational presidential leadership in Africa,
  • Enhancing economic diplomatic capacities,
  • Modernizing public institutions,
  • Creating a pan-African network of reformers.

Paul Kagame Presidential Leadership Development Center

The Paul Kagame Presidential Leadership Development Center was founded by the African Council on Foreign Relations President and CEO. With its inception in 2025, the Center aims to support the leadership of several African heads of state through engaging programs that build nations, enable leaders to deliver for their citizens, and accelerate the urgency for solving Africa’s most pressing leadership challenges.

The Paul Kagame Presidential Leadership Development Center (PKPLDC) is envisioned as a premier institution dedicated to cultivating transformative leadership across Africa, inspired by the governance philosophy and strategic leadership of President Paul Kagame of Rwanda. Rooted in the principles of unity, accountability, visionary thinking, and pragmatic governance, the Center aims to empower emerging leaders to drive sustainable development, institutional reform, and national transformation.

The Center is an international leadership hub for former and current heads of state. 

The Paul Kagame Presidential Leadership Development Center offers a dynamic lens into the work of African presidents. Through high-powered programs, we provide constructive public policy solutions to help African presidencies improve their state of the work.

With its flagship program, Paul Kagame Presidential Leadership Fellowship Program, a prestigious, high-impact leadership development initiative designed to cultivate a new generation of visionary African leaders, the Center seeks to empower emerging African leaders with the skills, networks, and mindset necessary to lead transformative change across public, private, and civil society sectors—locally, continentally, and globally. It is a bold pan-African initiative committed to shaping a new generation of visionary ethical, and strategic African leaders. The Africa Humanitarian Network is a project of the Global Peace Education Network in partnership with the Africa-Israel Economic Cooperation Committee, which aims to bring new dynamics to the management of humanitarian action in Africa.  

Our Vision is to bring a new dynamic to the management of humanitarian action in Africa based on age-old pan-African values ​​of intergenerational solidarity, empathy, love for one’s suffering neighbor and natural sharing.
